You are invited to join the People’s Consultation on C-12, an anti-migrant bill that the Liberal government wants to pass in the next few weeks. Let’s come together to listen to the people directly affected by the Bill as part of this grassroots initiative.
Migrants are under attack in Quebec, Canada, and around the world. As part of this increasingly fascist and xenophobic context, the Carney government has introduced Bill C-12.
Bill C-12 makes it even more difficult for migrants to obtain permanent resident status in Canada, gives the government the power to cancel entire groups of pending cases, increases deportations, and increases the number of undocumented people in the country.
Liberals, who campaigned to distinguish Canada from the USA, are implementing measures that mimic and go beyond anti-migrant policies found in the US.
If Bill C-12 passes:
- It will be impossible to claim asylum after spending more than a year in Canada. Without any way of regularizing their status, many people will remain or become undocumented.
- The Safe Third Country Agreement will be expanded, preventing refugees who have traveled through the United States from claiming asylum in Canada. People will take more dangerous routes, and more will die. Borders will become more deadly!
- The government will have the power to reject applications before they are reviewed and cancel visas already issued, which will lead to mass deportations and more undocumented immigrants.
The Bill is fast-tracked and four Parliamentary committee hearings were held within a period of one month. No real effort was put in understanding the impacts of the proposed legislation. A number of civil society groups remained on the wait list for appearance in front of the committees.
On December 6th 2025, Solidarity Across Borders is holding a popular consultation where voices of those directly affected by the Bill will be featured along with organisations supporting the struggle for migrant justice. We see responding to C-12 as a way to act on our hopes for a world more just and without colonial borders.
Stop C-12, stop deportations, end detention, status for all NOW!
Testimonies, supporting statements, art corner and more. Detailed program to come. All are welcome.
